Development of the Charter of Human Rights and Principles on the Internet
Based on the 2006 version of APC's Internet Rights Charter
Welcome to the collabowriting space for the development of the Charter of Human Rights and Principles on the Internet, which is based on the APC Internet Rights Charter (IRC). Apart from keeping the IRC updated and current, the idea is also for it to form as the basis of the Internet Rights & Principles Dynamic Coalition Charter, as well as to engage a wider constituency.
"The Internet Rights & Principles" is a Dynamic Coalition that has set out to make Rights on the Internet and their related duties, specified from the point of view of individual users, a central theme of the Internet Governance debate especially as it is held in the IGF context.
For now, this space is opened for everyone to read and browse, but please register to edit and comment on the text.
"Structure"
- The intention is for the Charter to be firmly rooted in international human rights standards. We are using relevant human rights from the Universal Declaration of Human Rights (UDHR)as a starting point, and elaborating what they mean in the internet age.
- The first section of the Charter lists relevant rights from the UDHR, and we invite you to elaborate on what they mean in the context of the internet. We have agreed to refer to "rights" where rights have been established in international human rights jurisprudence. Otherwise, we will use the language of principles.
- The second section of the charter brings together principles, which are necessary to enable users to enjoy their rights. In other words, how do we build an internet that supports human rights? We think it might be useful if we organise this section according to "layers" of the internet (e.g. physical, code, applications and content layers). This could help us to identify specific issues that need to be addressed in all of the different policy areas that affect the nature and use of the internet.
- You are very welcome to add "sub-pages" with references, and pointers to communities and lists, as well as links to and more detailed information. We'd like this to be a multi-layered Charter that links through to relevant documents and references.
We have had some discussion about what "matrix" is best and further suggestions & discussion about process are welcome - but let's get our hands dirty :)

- You are very welcome to contribute your ideas and refine the language (we are especially interested in using language from WSIS and similar documents)
- Please comment and explain changes you have made to the text on our mailing list http://lists.apc.org/cgi-bin/mailman/listinfo/rights
- We use the following color coding:
black text is new draft text - so you can just type and edit blue text is from the 2006 version of the charter green text is either from the UDHR or text we agreed to use in the 2009 version
- If possible, cite or summarise examples and cases that you have come across related to Human Rights & Principles on the internet. Especially if it highlights gaps or new dimensions to the issue.
- All users are welcomed to continue to edit and change as see fit, and discussions around these changes are encouraged on the mailing list http://lists.apc.org/cgi-bin/mailman/listinfo/rights.
- For issues or rights currently not covered by the thematic areas, feel free to add and edit.
